Minutes of the Parish Council Meeting held on Monday the 3rd August 2020
This was a Virtual Meeting of the Parish Councillors due to the current restrictions surrounding Covid 19.

Present: Cllr Vaughan – Chairman, Cllr Tacon – Vice Chairman, Cllr Cullender, Cllr Holdship, Cllr Hamer, Cllr L Ruth, Cllr M Ruth, Cllr Winder, Cllr Hurlow, Cllr Looker and Cllr Collis.
Attendance: Mrs Sally Upshall – Clerk.
The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.

There were no members of the public present.

Declaration of Interest and Dispensations
The Chairman regarding his expenses.

Approval of the minutes – The minutes of the meeting that was held on the 1st of June 2020 were approved.
The minutes of the meeting that was held on the 6th of July 2020 were approved.

Matters arising from the last meeting –

Church Cottage Hedge – This was discussed, and Councillors felt that the shrubs are encroaching on the site line. The clerk to write to the homeowner to request that they tend to the shrubs. The clerk noted at this point about another couple of hedges that she had received reports of along New Street past the Spar Shop. She will also write to the occupiers of these properties she will note in the letters that it needs to be left until after the 31st of August before the cutting takes place.
Review of Standing Orders – On going deferred to the next meeting.
Dog Warden – The clerk noted that she had spoken to the dog warden and she is going to do more regular patrols on the Recreation Ground and she has the authority to complete on the spot fines should people not be adhering to the regulations. Further discussion followed about the best way to pass this message onto the Villagers and Cllr Winder will look at some further signs regarding this for the Rec and some information will be added into the Messenger.
Shipping Container Letter – The clerk will forward the other contracts we have onto Cllr Looker and he will draft one for the Fest committee with regard to their container.
Marnhull Football Club Agreement – Some alterations were suggested by Cllr Looker and Cllr Winder and the Chairman will alter the existing contract and forward to Councillors.
Village Litter picking team – The Chairman will contact the team to thank them for their work.
Sign post restoration gentleman – It was agreed to record how thankful the Parish Council are to the gentlemen who is going around the Village repairing the Finger Post signs.

Planning Meeting
The first three applications had been decided by an electronic vote so as to meet the planning deadlines but were formally voted on at the meeting.

Resolved: Objection.
Reason – Overbearing and out of character with its immediate surroundings due to scale and appearance.

Resolved: No Objection.

Cllr Carr-Jones – Dorset Councillor – There wasn’t a report due to Cllr Carr-Jones not being in attendance. He did ask the Chairman to reiterate to the Council that he is still wanting information on any empty houses within the Village.
Councillors were asked to inform the Chairman of any information they had on empty properties and the Chair will pass back to Cllr Carr-Jones.

Chairman’s urgent business-report
Carpark in Burton – The Chairman explained that he had been approached regarding a member of the Village buying two car parking spaces in the carpark. Discussion followed and it was felt by Councillors that buying or renting of the spaces would not be a beneficial way forward due to setting a precedent amongst the Village.
Property in Burton Street – Mrs Colahan had raised to the Chairman regarding the moving of a telegraph pole by one of her neighbours and she has concerns that it may be moved to her land. Cllr Looker noted that they cannot force the telegraph pole to be on her land, the Chairman will pass this information back to Mrs Colahan.
Ham Lane – The Chairman noted that there is a tree preservation order on a tree on the land at the top of the lane and it had been reported that someone had been cutting the tree. Cllr Cullender noted that this is a job for the enforcement officer at Dorset Council, the Chairman will let her know regarding the tree.
There is also a complaint regarding a red brick wall that is being built in this area. This needs to be reported to the Dorset Council planning department by the complainant.
Village Care – The Chairman noted that the Covid 19 call centre is winding down now as there has been very few calls for any assistance. The line will continue until the end of September. The team will ensure all Villagers are kept up to date with the changes by a leaflet drop into all homes in the Village.
Accounts –
The Payment Schedule for August 2020 for the sum of £1104.98 had been circulated, this was agreed and signed by the Chairman.

To receive Councillors reports:
Village Hall – Cllr Mrs Ruth provided a report and an update on the Village Hall works which had previously been circulated to councillors. There is a management committee meeting in mid August and Cllr Mrs Ruth will update the Council after that.
There was discussion regarding the First Aid cover for the events that are taking place on the Recreation Ground Mrs Drake has the matter in hand and will contact her insurance company regarding this to make sure all the event is covered.

Recreation Ground – Cllr Hamer reported that all was going well, we are awaiting an inspection of the play area. The basket swing has now been repaired and it has been decided that no more sand is needed for the sand pit at present. Cllr Hurlow reported that there are some lose fence posts around the play area that need replacing, Cllr Hurlow is happy to complete this task with some help from councillors.

Website – The website is continuing well.
Correspondence and items for the next meeting
Overgrown hedges in New Street – the clerk will write to the occupiers of the concerning properties.
Allocation of grave space for Mrs Appleby – This was discussed by councillors and it was proposed by Cllr Mrs Hamer and seconded by Cllr Winder that we allow the plot to be reserved by Mrs Appleby. The family/funeral directors will be responsible for marking the plot with adequate marking.
It was agreed by Councillors that we would amend the Standing Orders regarding plot reservation by adopting the wording suggested by Cllr Mrs Ruth:

This was proposed by Cllr Mrs Ruth and seconded by Cllr Looker.

Receive any matters of interest and agree items for the next agenda.
Flood Warden – Cllr Winder agreed to be the flood warden.
The Chairman noted that the Cricket Club contract needs signing. The clerk will issue an updated one to the Cricket club. Cllr Looker will look at the contract before it is issued and compare it with that of the Tennis club for consistency. The clerk will provide the Tennis club agreement to Cllr Looker.
Cllr Collis at this point raised her concerns regarding the money that is paid to the Cricket Club each month for the maintenance of the Recreation Ground.
After discussion and comments from other Councillors it was felt that it would be beneficial for Cllr Collis to look back at the information that has been circulated previously regarding this subject.

The next Virtual Parish Council meeting will be held on the Monday 7th of September 2020 at 7pm.

There being no further business the Chairman closed the meeting at 9.00 pm
