Minutes of the Parish Council Meeting held on Monday the 6th July 2020
This was a Virtual Meeting of the Parish Councillors due to the current restrictions surrounding Covid 19.

Present: Cllr Vaughan – Chairman, Cllr Tacon – Vice Chairman, Cllr Cullender, Cllr Holdship, Cllr Hamer, Cllr L Ruth, Cllr M Ruth, Cllr Winder, Cllr Hurlow.
Attendance: Mrs Sally Upshall – Clerk.
The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.

Public Consultation
Members of the public had had the opportunity before the meeting to submit questions for the council before the meeting.
A member of the public had submitted a question regarding the hedge at Church Cottage obstructing the view onto New Street, Cllr Hurlow agreed to go and have a look at the hedge and report back to the council.

Declaration of Interest and Dispensations
The Chairman regarding is expenses.
Cllr Hurlow disclosed a personal interest in the planning application at Notley House as it is his neighbour and he will not take part in the discussion of vote on this application.

Approval of the minutes – The minutes of the meeting that was held on the 1st of June 2020 were discussed and some changes requested by Councillors and agreement was reached in having more detail on discussions would be included and Councillors would respond with queries without delay. The clerk will complete the amendments and recirculate for approval electronically.

Matters arising from the last meeting –

Ham Meadow Footpath – Service Level Agreement change to the footpath at the back of Ham Meadow which runs down from Burton Street through Mrs Sturgess’s property to the junction with the footpath that comes from the corner of Ham Meadow has been taken out of the SLA.

Recreation drainage – The clerk confirmed she had now received the money from the Village Hall committee for the damage that occurred to the verges.
Further discussion followed regarding the flooding that had occurred and effected a property in Plowman Close The owner of the property has dug a gully along the grass verge which has rectified the problem. Councillors are still concerned that the hard pathway that has been place leading into he property garden has created part of the problem due to the water not being able to soak away. Further consideration will be given to this if the flooding continues.
Burton Street telephone box – The work is on hold at the present time due to the Men’s Shed not being able to carry out this work. Councillors enquired as to what work needs completing and this will be looked into to see if this is something that Councillors can assist with so as to get the work complete.
Dogs in the Recreation Ground – There has been some incidents with dogs loose on the rec and the clerk has tried to contact the Dog Warden with no success. Cllr Carr-Jones will chase this up for the clerk.
Shipping Container Fest – The removal of the bank and grassing over This is now completed.
Review of Standing Orders – On – going.

Planning Meeting
2/2020/0610/OUT -Develop the land by the erection of 4 No. dwellings, parking spaces and creation of a new access (demolish existing dwelling and garage), (outline application to determine layout and access). Greenfields Sodom Lane, DT10 1HR.
Resolved: Objection.
Comments:
Overdevelopment of the site.
Overbearing on the neighbouring Salisbury Cottage.
Inappropriate for the Rural surroundings.
2/2020/0795/HOUSE -Form 1 No. parking space and erect retaining wall within the front garden. Ryalls Cottage , Burton Street, DT10 1PS
Resolved: No Objection.
2/2020/0773/HOUSE – Erect two storey side extension and single storey rear extension. 2 Stoneylawn, Marnhull, DT10 1HW
The Parish Council were unable to decide regarding this application as documents were missing from Dorset Council planning website. The clerk to follow this up with the planning department.
2/2020/0632/HOUSE Erection of a 2 bay carport. Notley House, New Street marnhull,DT101PZ

Resolved: No Objection.

Cllr Carr-Jones – Dorset Councillor – Cllr Carr-Jones gave an update on things that had been happening at Dorset County. He explained that Dorset Council are trying to compile a list of information on empty properties in Dorset.
He also noted that Dorset had not had any new covid cases in over a week and a total of 155 Covid relating deaths during the pandemic.
Cllr Carr-Jones reported on the council’s overspend and that the Council is going to need to adjust its spending to recoup some money back.

Chairman’s urgent business-report
The Chairman reported that there had been a case of fly-tipping at Great Down Lane.
A wall down on Mill Lane junction of Hains Lane with Highways Dept Dealing
The parking by Snooks builders has improved over the last couple of days and so at the moment there is no need for the clerk to send an email. This will be monitored over the next couple of weeks.
The Chairman noted that he had had a report regarding some boxes and old machines at the back of the Post Office that has now been cleared up.
Play area – This is due to be open in the near future and the necessary notices will be put up. It was noted that the play area was already being used and the tape had been removed by persons unknown.
There has been reports of a large vehicle parked in Sackmore Lane that would mean that an emergency vehicle would not be able to pass. Cllr Collis is to follow this up.

Accounts –
The Payment Schedule for July 2020 for the sum of £2492.08 had been circulated, this was agreed and signed by the Chairman.
The Annual Governance Statement were agreed and recorded under reference 2020/001.
The Accounting Statements were agreed and recorded under reference 2020/002.
This was proposed by Cllr Cullender and seconded by Cllr Tacon.
The grants applications that had been received were discussed.
Marnhull Green Teams – After discussion it was proposed by Cllr Winder that the Parish Council would match any fundraising that they completed to the maximum of £275. The Parish Council declined to contribute to the printing costs. This was seconded by the Chairman.
Marnhull Hub – this application was declined as the Parish council grants do not cover running costs.
Men’s Shed – This application is on hold at the present time until some more premises are secured.

Discussion followed regarding the Phone Box door and materials and finding an alternative storage location for them. The clerk will contact the Fest committee to ask if they can be sorted in their container. The Chairman will ask Cllr Graham Carr – Jones if he is aware of any suitable building being available?

To receive Councillors reports:
Village Hall – Cllr Mrs Ruth had provided a report and an update on the Village Hall works which had previously been circulated to councillors. The Chairman raised the issue of the Cricket and Football Club having a match on the same day deferred till more information is
Available.

Tree in the Cemetery – Cllr Hamer reported that there had been an offer to plant a tree in the Cemetery and there would be a plaque on the tree in recognition of the NHS. This was agreed by all councillors.

Play area – It was discussed and agreed by Councillors that Cllr Hurlow would take on the portfolio of the playarea and Cllr M Ruth would work alongside to provide a transfer period.
It was requested that the clerk order some more sand for the sand pit in the playarea. The wheel will be repaired in about nine weeks’ time It is also the responsibility of the parents to ensure their children’s safety and disinfect before use

Website

The Chairman raised what do we need on it for the public meeting on 16th July concerning Butts close planning application after discussion it was decided that villagers would send their interest and question using the current form and our Clerk would give them the log in code. Cllr Holdship will do a suitable text. A planning document already exists on the site which villagers may use if the wish
The planning meeting on the 16th of July will be advertised on the website and the Marnhull Facebook site by Cllr Holdship and the public will be advised of how they can join this meeting. The Clerk is to contact Dorset Council Planners and ask what the delay is concerning the Burton Street application.

The clerk will contact the gentleman in Plowman Close and update him re flooding as in matters arising
