Minutes of the Parish Council Meeting held on Monday 4th March 2019 at 7.00pm in the Village Hall.

1. Welcome & Domestic Notices

The Chairman opened the meeting by welcoming those present and announcing the Domestic Notices.

Planning Meeting

2/2019/0122/LBC Convert existing outbuilding to form workshop and garden room. Raise roof, refurbish window, replace existing window on west elevation and

carry out associated internal and external alterations.

Resolved: No Objection

2/2019/0121/House As Above.

Resolved: No Objection.

Cllr Hamer declared an objection due to this being her neighbour and did not take part in the vote.

2/2019/0100/Ful Erect 1 No. dwelling and form 3 No. parking spaces (demolish existing

barn).

Location: Barn At, Ashley Down Farm, Great Down Lane, Marnhull, Dorset,

Resolved: Objection.

Comments:

The square footprint of the building has increased from the original building.

The ridge height needs to be maintained.

2/2019/0031/OUT Develop the land by the erection of 1 No. dwelling (outline application to

determine scale and access).

Resolved: No Objection.

2. 2018/123 Declarations of Interest Regarding

a) Agenda Items None

Chairman expenses, Cllr Cullender expenses.

b) Grant of dispensations regarding Disclosable Pecuniary Interests when setting the Annual Precept

None

3. 2018/124 Public Consultation

Mr Upshall from the Fest committee spoke regarding the installation of the storage container for the Fest equipment. He provided councillors with copies of the plans and they will take them away to go through and an electronic vote will take place to allow the Fest committee to move forward with getting the area cleared and the container installed if the Parish Council agree.

Mrs Johnson spoke regarding the traffic damaging her wall along New Street again. She explained that the increase in traffic and the big vehicles have damaged the wall and it is costing thousands to repair. She requested that there be some restrictions on the road as to the size of vehicle that can go down there.

The Chairman explained that he understood Mrs Johnson’s concerns and we would forward a letter to the Highways department as he advised Mrs Johnson to also do as it would be something Highways would need to investigate.

Mr Eveleigh spoke regarding the Village survey that was undertaken. He also wanted to know when the agenda for the Development Control Committee meeting would be published for the 26th of March. The Chairman explained that at the present time we didn’t know the agenda but would get notification as soon as it was published by the Planning Department.

4. 2018/125 Apologies for Absence

None.

5. 2018/126 Chairman’s Urgent Business

The Chairman noted that there had been some confusion regarding a memorial Headstone for the cemetery, but this has now been sorted out and the stone will be fixed in the next couple of weeks.

The Chairman also explained that he would forward information he has received from

Highways to all councillors regarding the gullies being cleaned and some pot holes being filled.

6. 2018/127 Minutes

The minutes for the on the 4th February 2019 were agreed and signed.

7. 2018/128 Matters arising from the previous minutes (not on agenda)

A. Mirror in Pilwell – The mirror and the fixings have now been purchased by Cllr Cullender and he will form a working party for the installation.

G. Speed Watch – Cllr Cullender explained that the speed watch was progressing well, and he had a good number of volunteers. The sites have been decided with the Community Police after a walk around the Village, these are Crown Road, New Street (Allington House), Church Hill and Sodom Lane. He explained that the training will be held on the 21st of March in the hub.

H. Closure of the Burton Street carpark – The Chairman has sent a letter of thanks to Robin Hill Stores.

I. Further Defibrillator in the Burton Street phone box – This was discussed at length by the Council and it will be deferred until further meetings as to when the Parish council have decided regarding the defibrillator at the Village Hall.

J. St Greg’s Church re Oak tree – Cllr Kerr and Mrs Sturgess have had a good look at all the trees in the Church yard and they have received permission to carry out the remedial work on the oak tree. They will be completing the work themselves at a convenient time. Cllr Cullender also noted that he now had a map of all the trees in the Recreation Ground and any with TPO’s on them.

K. Marnhull Cricket Club- The clerk has contacted Mr Norton. It was discussed that the cricket club have asked for sponsors for the cricket club and they would be able to display their signs during matches at the Rec. The Councillors wish the clerk to contact Rob Norton and explain that this is only allowed during matches and they are not to be left up.

L. Council Website – After discussion it was proposed by Trevor and seconded by Cllr Tacon that we accept the proposal for the website for £770 for the first year that Cllr Holdship had recommended.

M. The Chairman had received a letter from the MP Simon Hoare regarding a 12-year-old boy – No further action at present.

8. Financial Matters

(a) Payment Schedule.

The Payment Schedule for February for £5873.61 was approved.

It was proposed by Cllr Kerr that we accept the quote for the play area from play dale, this was seconded by Cllr Hamer and all were in favour.

9. 2018/129 Planning Matters

Cllr Jane Westbrook spoke and explained that this was her last meeting as she was not standing again. She didn’t have anything to report as all had very quiet with regard to the changing of the Council.

Cllr Carr-Jones gave a short report and explained that the Council tax bills have gone out and there has been a slight increase.

10. 2018/130 Councillors’ Reports

Walk Books – We need a volunteer to complete the walks as some need updated. The Chairman is going to ask Mr Ham our footpath officer if this is something he may be able to do.

Road Closure in Burton Street – There is a closure on the 25th March for 12 days, there is a diversion but there have been concerns raised over the vehicles not following the diversion but going done the smaller roads and causing chaos.

St Greg’s Wall – The wall is due to be fixed soon as the cost is £400 which was agreed by councillors previously.

Recreation Ground – The hedges are due to be cut this week. Tony Clarke has kindly agreed to cut the play area again this year and this is very much appreciated.

Cllr Hamer also noted that she had received a quote on having all the trees in the Recreation Ground tagged and being entered onto a database. Councillors didn’t think that this was something that was necessary at the moment.

It was proposed by Cllr Hamer that we purchase a Beech tree to replace the one we had to remove, this was seconded by Cllr Kerr and all were in favour. Cllr Hamer will have a conversation with Mrs Sturgess regarding when the best time to plant this will be.

Cllr Holdship commented on the daffodils and how beautiful they looked at the end of New Street and he thanked the Garden club for their efforts in making this happen.
