Public Consultation
Cllr Dowden reported at this point had he had to leave the meeting early.
He reported to the Council that at a meeting on the 18th of February
the Council Tax requirement for a band D property was set at £104.78
per annum.
Cllr Dowden also noted that the Planning Committee will be meeting on
the 9th of March and ‘Little Alice’ will be one of the applications
discussed.
Cllr Dowden then left the meeting.
The Chairman reported to the Council that there had been some problems
with vandalism at Corner Close. The Chairman requested that the clerk pass
this information onto PC Sugrue.
2010/012 Apologies for Absence
There were none.
2010/013 Declaration of Interest.
There were none.
2010/014 Minutes
The minutes of the Council Meeting held on the 1st of February2010, were
agreed
and signed that these Minutes are a true and correct record.
2010/015 Financial Matters
PAYMENT SCHEDULE
The total cost to the Parish Council for March was the sum of £2071.47.
This was agreed, proposed and seconded.
The Financial Statement was discussed and agreed by the council. Cllr Snow
asked the clerk to have a look at the amount that had been placed under
the Recreation Ground as he had found it to be 50p out. The clerk will
investigate and report to the Council.
It was proposed by Cllr Neal and seconded by Cllr Young for the clerk
to increase the memory on her computer to allow it to function more efficiently.
After discussion it was proposed by Cllr Wilson that the Council find
out more about the SSVCA project and how it works. This was seconded by
Cllr Bristow and Cllr Wilson will report back at the April meeting.
After discussion it was proposed by the Chairman that the Council support
the Rivers meet project for the sum of £1000 per annum for three
years. This was seconded by Cllr Neal and carried forward with a 7-1 majority.
The first payment being made in April.
The situation with the teenage shelter roof was discussed and decided
that the clerk contact Stable Structures to see if we have any warranty.
The clerk will let Cllr Young know. Action Item 01/2010.
Cllr Neal reported that he and Cllr Lawson carried out an accounts inspection
and all was in order. There is a £45 deposit dated back a couple
of years that has not been found and Cllr Neal suggested that this be written
off.
The Chairman noted that he had had a phone call from Mr Shiner from the
Marnhull Entertainment Group and had confirmed what the clerk had said
at the meeting that the Parish Council would not be able to get involved
with the invoice to claim the VAT back.
2010/016 Planning Matters SSDC Planning Consultation – Wessex Grain,
for the erection of a replacement flat store.
NDDC – Ivers, Hains Lane – Grant of Planning Permission.
SSDC Planning Consultation – Wessex Grain, for the erection of a
single storey office extension and re-arrangement of car park.
SSDC Planning Consultation – Land at Henstridge Airfield, application
to vary 106 agreement.
NDDC 2/2009/1003/PLNG – Urgent Developments, Longonot – Application
withdrawn.
NDDC 2/2009/1034/PLNG – Lovell’s Place, Grant
of Planning Permission.
The Chairman reported on his telephone conservation
with Liz Goddall the Chief Executive Officer at NDDC. Hopefully this
will lead to in the future
the Parish Council and the residents of Marnhull feeling more informed
about planning issues.
The Chairman also reported on some information
that had been sent to the clerk regarding traveller sites. The site that
is being considered
is east
of Shaftesbury and a planning application hopes to be submitted by
next year.
2010/017 Reports from County and District Councillors
DCC – Cllr Cattaway reported that we are now 2 weeks into the
5 week closure of the A303 and that most of the problems seem to
be in Wiltshire.

PARISH –
VDS
Nothing to report.
Public Toilets
Cllr Young reported that he is going to get a quote for the moving of the
monkey swing in the play area as this may need to be moved to allow ramp
access into the toilet.
Practice Wall
Cllr Young reported that when the football matches were finished a start
will be made on the practice wall.
Traffic Monitoring
The clerk has e-mailed Andrew Bradley the final sites and dates we would
like the tubes to be in operation.
BBC 2 Filming.
Cllr Chant reported on his telephone conversation with the film researcher.
He needs to find three things for the film which are, an original Victorian
greenhouse, a farmer with a dairy herd, and a field that has a good view
of the Dorset countryside.
Recycling Collections
The clerk reported that she had spoken with NDDC regarding the lack of
collections in Hains Lane. It is not something that can be altered at
present, but over the next couple of years as the new system comes into
place we will have the opportunity to add on other areas.
Roads
Cllr Chant reported that the last grit bin will be installed at the junction
of Hains Lane and Musbury Lane.
Recreation Ground
The Chairman reported that he had spoken with Helen Butler the Chairman
of the Tennis Club, who will again speak with dog owners of the club
and remind them that their dogs are not allowed to be loose and unattended
on the Recreation Ground.
Cllr Snow noted that the free tree we got from NDDC has now been planted.
Dog
Fouling.
This issue was discussed at length by the council.
The outcomes were for the clerk to contact Liz the dog warden to ask
her to patrol the village more regularly. Action Item 02/2010.
The Chairman will request another piece in the Marnhull Messenger. The
clerk will also contact the street cleaner when he is due to come to
Marnhull and inform him of the worst areas. Action Item 03/2010.
Within this subject Cllr Young reported a very disturbing incident of
a brown and white jack Russell with a red collar being loose and killing
chickens in the field at the end of Kentisworth Road. The Chairman requested
that this be put into the Messenger for Villagers to be vigilant.
Cllr Lawson noted that at the Village Hall meeting on the 23rd of February
it had been mentioned that the Marnhull Entertainment Committee may want
to re start the Moviola.
It was also requested that a note be placed in the Marnhull Messenger
regarding the use of the telegraph poles for signs, and that the people
putting them up are responsible for removing them.
2010/018 Clerk’s Report
The clerk will take one week’s holiday from the 6th of March 2010.
2010/019 Correspondence
They was nothing further that had not been reported previously in the meeting.
2010/020 Chairman’s Urgent Business
The Chairman drew the councillor’s attention to the Annual Parish
Assembly which will be held on the 27th of April.
