Minutes of the Parish Council Meeting held on Monday 7th September 2009 at 7.00pm in the Village Hall..

Many members of the village came to the meeting to hear Mr Steve Graeser from NDDC report on the situation concerning the fields along the B3092.

Mr Graeser reported on the action already taken and future actions possible. Mr Graeser then answered questions from the public regarding the concerns over the field.

The Chairman thanked Mr Graeser for his time. He assured all villagers that good communications with NDDC will be kept up through the Parish Clerk and the village can assist this by reporting any activity on the field to the Parish Clerk as soon as possible.

Public Consultation
A member of the public reported that there had been incidents of dog fouling at the Allotments. He requested that signs be put up on the gate telling people that dogs are not permitted in the Allotment site. It was proposed by the Chairman that the clerk check the contract with Mr Crocker regarding some signs being erected, all were in favour of this. It was proposed by Cllr Bridger that the Parish Council should pay for these signs; this was seconded by Cllr Chant. The Chairman asked the clerk to liaise with Cllr Newton and look at the costs of signs for the gates. Action Item 12/09.

2009/091 Apologies for Absence

2009/092 Declaration of Interest.
Cllr Young regarding expenses relating to the new notice boards.

2009/093 Minutes
The Council minutes of the 3rd of August 2009 were agreed and signed that these minutes are a correct and true record.

2009/094 Financial Matters

PAYMENT SCHEDULE
The total cost to the Parish Council for May was the sum of £1353.78. This was agreed, proposed and seconded.

After discussion it was proposed by Cllr Chant that the Parish Council use Blackmore Vale Forge to carry out the works on the gates both at the Recreation Ground and the Cemetery. This was seconded by Cllr Neal and all were in favour.

After discussion it was proposed by Cllr Newton that the Parish Council use Tony Perrett Fencing to carry out the works at the allotment site. This was seconded by Cllr Chant and all were in favour.

2009/095 Planning Matters

2/2009/0523 Land adjacent to the B3092 Form track from existing access Application Withdrawn.

2/2009/0476 Lymburghs Farm Bungalow Raise roof height to form living accommodation. Grant of Planning Permission.

2/2009/0461 Baytree Cottage Repair and re-thatch roof and carry out internal repairs. Grant of Planning Permission.

2009/096 Reports from County and District Councillors
NDDC – Cllr Dowden reported that he has had several telephone calls from Villagers regarding Bonfires over recent weeks. He stated that these were all entirely legal regardless of the time of day. He also stated that the Village Design Statement is on schedule.
DCC – No Report.

PARISH –
Cllr Newton noted that he was disappointed with the number of stickers seen on vehicles regarding the Marnhull 25 campaign. The Chairman asked Cllr Newton to contact the schools to try and get some more support. The Chairman also asked if Cllr Newton could monitor the up take on the car stickers and report back to the Council.
Cllr Chant reported that he has had a meeting with Andrew Bradley from DCC to discuss the Burton Street, Ham Lane junction. The hedge is to be left to grow out of the verge to try and slow the traffic down. There may be a slow sign painted on the road south of the Blackmore Vale Inn in the future.

The kerb outside the Post Office will be finished in due course.

The Chairman informed the Council that if the situation with excess mud on the roads becomes a problem then it should be reported to the police at the time and to DCC.

The Chairman thanked Cllr Young for all his hard work in getting and installing the new Notice Boards, the clerk also thanked Cllr Young and Cllr Newton for assisting with the installation.

It was proposed by Cllr Young that the clerk order two more grit bins for the Crown Estate, this was seconded by Cllr Neal, all were in favour. Action Item 13/09.

Cllr Snow reported that he had booked Mr Stokes to cut the hedges running alongside the Recreation Ground. He also stated that he had carried out a Topple Test in the Cemetery and passed the details onto the clerk who is contacting the next of kin.

Cllr Young requested that Councillors visit the toilets in Sturminster Newton or Shaftesbury car parks to get an idea of how suitable they might be for Marnhull.
Cllr Young also noted that the Robin Hill Stores have won the ‘Taste of Dorset’ Award, and the Parish Council sends their congratulations They are now going to enter the Countryside Wessex Alliance Award.

2009/097 Clerk’s Report
The clerk reported on incidents of glass found on the skate park.

2009/098 Correspondence
The Chairman read out the letters of correspondence that the Clerk had received.
The issue of supporting Blandford Leisure Centre was discussed and Cllr Bridger proposed that we support the Leisure Centre to a sum of £2000 per annum; this was seconded by Cllr Chant and agreed in principle to be discussed further at the budget meeting.

There were none.

2009/090 Date of next meeting
Parish Council Meeting Monday 5th of October at 7pm in the Village Hall.
