Minutes of the Parish Council Meeting held on Thursday 11th June 2009
at 7.00pm in the Village Hall.

There were two members of the public present.
Public Consultation
Mr Lloyd reported that he had had further contact with Mr Hansford from
DCC who has said that DCC will be out to patch Church Hill shortly and
scheduled for Nov-Dec 09 the roads is due to be re surfaced.
A member of the public reported on the problems with Great Down Lane and
the turning to St Mary’s school. The tractors have recently been
working and she is concerned about the speed in which they seem to be going
on narrow lanes. Although the tractors are probably only going thirty this
is thought to be too fast when using such narrow lanes. The parents taking
their children to the school also pose the same problem.
2009/058 Apologies for Absence

2009/059 Declaration of Interest.
There were none.
2009/060 Hedges and Verges
Cllr Newton reported regarding the hedge in Sodom Lane, he had contacted
the owner and he is happy for the hedge to be trimmed back. Cllr Chant
noted that he could not see a problem with the hedge.
2009/061 Marnhull 25 Public Campaign (co-ordinator/s sought)
The Chairman reported that a co-ordinator was still being sought for this
project. We have received the grant so this has to either be spent or returned
within 12 months.
2009/062 Road Markings
After discussion it was proposed by Cllr Neal that the clerk contact DCC
to find out costs and timescales involved in getting some speed limit
signs painted on the roads. This was seconded by Cllr Newton and all
Councillors present were in favour.
2009/063 Police Presence
PC Sugrue reported that the area has now been assigned a new Community
Support Office, Sean Scolding (contact details in the Marnhull Messenger).
He will be out and about over the coming weeks meeting the residents
of the villages. He has already been at St Gregory’s primary school.
PC Sugrue also noted that the vandalism that had been a problem within
the village and especially on the Crown Estate had now hopefully subsided,
due to the young people involved having been charged by the police.
PC Sugrue also reported that he is still out and about with his speed checks.
Cllr Chant asked regarding Ham Lane and PC Sugrue explained that the position
of the road made that a hard area to target. A kerb coming out further
into Ham Lane would help slow the traffic up. After further discussion
it was decided that the clerk would write a letter to Andrew Bradley from
DCC regarding this and other issues that come out of the meeting. PC Sugrue
would also put in a request for kerbing in that area.
PC Sugrue would also
like to see the speed limit on the Crown Road extended as it makes it
very difficult to speed check that area because of the position
of the signs.
The clerk is also to find out information on speed camera warning signs.
2009/064 Signs
The Chairman also wants the clerk to find out costings of different village
signs, with ‘please drive slowly’ also incorporated within
them.
2009/065 Speed Limits
After discussion it was proposed by the Chairman that we apply for a reduction
in the speed limit to 20mph throughout the village. This was seconded
by Cllr Chant. If we cannot get this implemented then we would like the
30mph to be extended down to Sodom Lane. All were in favour of this proposal.
2009/066 Speed Indicator Devices
Cllr Dowden gave a brief report on the S.I.D’s and the project we
can get involved with in Sturminster Newton. This would involve us having
8 weeks of time per annum with the camera in the village. This would be
at a cost of £500 per annum.
It was proposed by Cllr Newton that the clerk write to Sturminster Newton
Town Council and express our interest in getting involved with this project,
this was seconded by Cllr Neal and all were in favour.
2009/067 Speed Cameras
After discussion it was proposed by Cllr Neal that the Parish Council did
not want speed cameras within the village, this was seconded by Cllr
Young.
2009/068 Weight Limits/Exclusions
After discussion it was proposed by Cllr Young that we request a weight
restriction to apply to all entrance to Marnhull and the use of Marnhull
roads, but particularly the bridge next to red bridge, this was seconded
by Cllr Neal.
