Minutes of the Parish Council Meeting held on Monday 5th October 2009 at 7.00pm in the Village Hall..

.Public Consultation
Mrs Ellis came to the meeting to discuss with the council the re-surfacing of Church Hill. She expressed her concerns as a horse rider regarding the surface that was to be put down on the road. Mrs Ellis had information from the British Horse Society regarding the correct surfaces that would mean the road would not be slippery for the horses. She passed this information onto Cllr Chant. She also asked the Council as to whether it would be possible to contact local landowners to ask if some fields could be made accessible to horse riders so enabling them to keep off the road more. The Chairman said that the request to landowners would not be a Parish Council issue, but suggested that Mrs Ellis contact the landowners direct. The Chairman requested that if Mrs Ellis needed any further information then please do not hesitate to contact the clerk.
Mr Fick from St Gregory’s Church spoke regarding the problem with dog fouling within the Church yard and Cemetery. He asked that a note go into the Marnhull Messenger reminding villagers of the hazards of dog waste and encouraging them to dispose of it correctly. Mr Fick also asked the Council to remind some of the residents of New Street the problems with overgrown hedges that encroach onto the pavement. The clerk informed Mr Fick that this was done on an annual basis and she would continue to follow it up.
The owner of Moorcourt Farm in Moorside came to speak about the planning issues he had with his property. Cllr Dowden responded and informed the owner of the current situation.

2009/104 Minutes
The minutes of the Council Meeting held on the 7th of September 2009 and those of
The planning meeting on the 18th of September 2009, were agreed and signed that these
Minutes are a true and correct record.

2009/105 Financial Matters

Cllr Plummer reported to the council that she had carried out a reconciliation check and all the records were correct.
The Financial Statement was approved by Council.

PAYMENT SCHEDULE
The total cost to the Parish Council for May was the sum of £1443.50. This was agreed, proposed and seconded.

After discussion it was decided that Cllr Newton would get a further quote from Clear Signs for the allotment signs but on a different material to make them more robust.
The Clerk explained to the Council the situation with the external audit and that all necessary paperwork has now been returned to BDO Stoy Hayward.
The Chairman proposed that the council approve the clerk’s pay increase and back dated pay and also her holiday increase allowance, this was seconded by Cllr Plummer and all were in favour.
It was proposed by Cllr Young that the clerk open three accounts for building supplies, one with Sydenham’s, one with Stalbridge Building Supplies and the other with Sturminster Newton Building Supplies. This was seconded by Cllr Wilson.

2009/106 Planning Matters

2/2009/0525/PLNG Moorcourt Farm, Marnhull – Convert single storey farm building to 5 no. holiday units. Application Withdrawn.

2009/107 Reports from County and District Councillors

DCC – Cllr Cattaway reported that the new pathfinder statement had been signed by all local authority districts. The statement has been signed in principle by all seven authorities. By 2001 the seven chief executives will be reduced to three and plans will be made as to how the efficiency improvements will be achieved.
Cllr Cattaway also noted that the new IT systems that are to be installed in County Hall have been delayed due to the complexity of the pre-existing systems.
NDDC- Cllr Dowden reported that NDDC have also joined together with other districts with regard to saving fuel costs. He explained that they are working together with DCC with regard the new pathfinder project. He also noted that the new Dorset for you website is now available throughout the county.

PARISH –
Cllr Dowden reported that the next Village Design Statement was on Wednesday 11th of October.
It was noted that the regulations regarding conservation areas and listed buildings should be looked into further for the Village Design Statement. It was proposed by the Chairman that article four be looked into in depth by the committee and brought to the council, this was seconded by Cllr Plummer.
Cllr Newton reported that he had had a meeting with the two schools in the village. St Gregory’s School are going to put forward the proposal of a fence outside the school gate to prevent the children running out into the road.
The Chairman noted that he had attended the newcomer’s party.
Cllr Young noted the grit bins for the Crown Estate have been ordered. One is to be placed at the junction of Flanders Road and Ashley Road and the other at the junction of Phillips Road and Ashley Road.
The Chairman reported that there had been a rumour regarding a land fill site in Great Down Lane. Cllr Cattaway explained that there had been a proposal put forward by an applicant but no formal application had been put in.
Cllr Dowden gave an update regarding the land on the B3092. NDDC has put all the correct procedures in place and a planning application will be received shortly for the Parish Council to consider.
The situation regarding the use of buses on Sackmore Lane was discussed and Cllr Newton will contact Ian Gray from Damory Coaches to discuss other options other than using Sackmore Lane and the clerk will agenda it for the next meeting.
It was proposed by the Chairman that Cllr Young carries the project regarding the football and tennis practice wall forward, and work will be put off until the end of the football season. This was seconded by Cllr Chant and all were in favour.
The chairman reported on the Home watch meeting he attended. The matter of the Marnhull 25 initiative was raised at that meeting and the lack of stickers on cars in the car park was commented upon by the Chairman. Since that meeting, Mr Tony Eslick has resigned as Village Co-ordinator. Cllr Wilson agreed to take on the Home watch information on behalf of the Parish Council.
Cllr Chant noted that a new slow sign had been put on the road just after the Blackmore Vale Inn. He also noted that he had had complaints regarding bonfires around the village.
There has also been dumping of rubbish and then it is lit in Stoney Lawn. The Clerk to report this to NDDC. Action Item 14/09.


2009/108 Clerk’s Report
The clerk reported that Mr Pender-Cudlip had on behalf of the British Legion extended an invitation to the Parish Council to attend the Remembrance Day Service. Cllr Bristow, Cllr Lawson and Cllr Neal all stated that they would like to accept the invitation.

2009/109 Correspondence
The Clerk informed the Council of items of correspondence she had received this month.

2009/110 Chairman’s Urgent Business
The Chairman noted that PC Scolding had been to St Gregory’s School to discuss the barrier that Mrs Hicks would like to see erected outside the school gates.

2009/111 Press Release

2009/112 Date of next meeting
Parish Council Meeting Monday 2nd of November at 7pm in the Village Hall.
Budget Meeting Tuesday 10th of November 2009 in the Pavilion.
