Minutes of the Parish Council Meeting held on Tuesday 5th May 2009 at 7.00pm in the Pavilion.

There were five members of the public present.

Cllr Mrs Plummer opened the meeting with the election of the officials. Cllr Frank Bryant was proposed for Chairman by Cllr Neal and seconded by Cllr Lawson, all Councillors were in favour.
The Chairman then took over the running of the meeting.

Cllr Mrs Plummer was proposed by Cllr Bridger as Vice Chairman, this was seconded by Cllr Neal, and all Councillors were in favour.

The co-option of two new councillors then took place; these were Mr Ian Newton and Mrs Ria Bristow.

Public Consultation

2009/036 Apologies for Absence
Cllr Cattaway.

2009/037 Declaration of Interest.
Cllr Plummer regarding grass cutting.
Cllr Neal, Cllr Plummer and Cllr Young all declared an interest with regard to their expenses that were to be paid this month.

2009/038 Minutes
The minutes of the Council meeting on the 4th of April 2009 were agreed and signed that these minutes are a correct and true record.

2009/039 Financial Matters
PAYMENT SCHEDULE

The total cost to the Parish Council for September was the sum of £3919.17. This was agreed, proposed and seconded.

The Clerk reported that the internal review was now complete and the external audit paperwork will be completed and signed at the next council meeting in June.
Cllr Plummer noted that she had received a quotation for the signs for the Village Hall and further discussion will take place at the next meeting when further quotations have been received.

2009/040 Planning Matters
2/2009/0128 Little Trodgers – Application Withdrawn.
2/2009/0080 21 Plowman Close – Grant of Planning Permission.

2009/041 Reports from County and District Councillors
NDDC
– Cllr Dowden reported that the Parish Council will be getting a request letter from an organisation called ‘night stop’ requesting some help with funding.
Cllr Dowden also reported the amount of money that had been spent on the ‘Dorset partnership for older people’.
He asked the council whether they had received any paperwork regarding the local development framework.The clerk confirmed they havn’t as yet.

PARISH – The councillors discussed various issues involving the parish.
Cllr Neal reported that they hoped to have a rough draft of the VDS by the end of June.

The ever increasing water bills were again discussed and the clerk was requested to write to the allotment holders to ask their ideas on ways of meeting these costs. Action Item 06/09.
It was also requested that the clerk consult Mr Crocker regarding the space by Salisbury Street.
It was confirmed that the roads meeting will be on the 11th of June and Cllr Fox will pass on information regarding the SID’s to the clerk for the meeting.

Cllr Snow reported that he had spoken with the Cricket Club and they have the shed and machinery covered under their insurance policy, so they will deal with any repairs.

It was proposed by Cllr Plummer that we purchase a new anti leak tap for the allotment site; this was seconded by Cllr Chant.

Cllr Lawson reported that the Village Hall kitchen improvements are on schedule and they are also going to install a dishwasher from a grant they have received, the balance being very kindly paid by Christine Frith.

Cllr Plummer reported that she had been approached by St Gregory’s PTFA regarding funding for a roof for their swimming pool. The Chairman requested that any ideas and plans they have should be presented to the Council.

Cllr Chant reported that the footpath gate that had been vandalised in Ashley road had now been repaired with a new galvanised gate. He also noted that diversions had been finalised on footpaths 12, 21 and 23.

Cllr Chant explained that he was very concerned over the recent cutting of the verges and the environmental impact this has. The clerk to write to DCC on behalf of the council explaining these concerns. Action Item 07/09.

The Chairman reported that he had met Cllr Cattaway our DCC Councillor, regarding issues with our roads. Cllr Cattaway told the Chairman that the potholes in Church Hill had to be 40mm deep before they would be filled in, but we could apply for Church Hill to be re surfaced. It was proposed by the Chairman that we apply to DCC to get Church Hill re surfaced; this was seconded by Cllr Plummer. Action Item 08/09.
Cllr Plummer said that she was disgusted that DCC had no intention of filling in the potholes and proposed that the clerk write to them to explain this, this was seconded by Cllr Snow. Action Item 09/09.

Cllr Chant reported on the Homecoming celebration, the Chairman is to attend and give a short presentation.

2009/042 Clerk’s Report
The clerk gave an update on some issues she had been dealing with over the month.

2009/043 Correspondence
The Chairman read out the letters of correspondence that the Clerk had received.

2009/044 Chairman’s Urgent Business
The Chairman requested that if Councillors had items to go on the agenda then they should let the clerk know in good time for the meeting, so they can be put on the agenda.

There were none.

2009/046 Date of next meeting
Insurance Meeting Tuesday 26th of May 2009 in the Village Hall.
Monday 1st of June Parish Council Meeting in the Village Hall at 7pm.

There being no further business the meeting was closed at 8.50pm
