Minutes of the Parish Council Meeting held on Monday 2nd March 2009 at 7.00pm in the Village Hall.

Public Consultation
Mr Powell congratulated the Parish Council on the successful meeting that was held on the 12th of February regarding roads and other issues. Mr Powell also thanked Cllr Chant for meeting with him in January to discuss the ongoing issues he has with the hedges in Nash Lane, Hains Lane and Great Down Lane. Mr Powell requested that the Parish Council keep ahead of these problems through the seasons and hopefully get the hedges and undergrowth cut before it becomes a problem.
Mr Lloyd noted that he had been to see the improvements being made on Mill Lane Bridge. He also noted that he had reported some drains that were too high to Dorset Works.

Mr Plowman read out his report to the Council concerning the Skatepark. The Chairman proposed that the Parish Council accepted the report and authorised the work to be carried out. This was seconded by Cllr Snow. Regarding Item 2 on the report there is further information to be obtained.

PC Sugrue reported that he had been out in Marnhull with his laser gun and has issued some tickets to offenders.
After discussion it was proposed by the Chairman that the clerk write to local farmers and contractors to let them know that Marnhull is now a vigilant area for traffic behaviour, this was seconded by Cllr Bridger. Action Item 02/09.

2009/015 Minutes
The minutes of the Council meeting on the 2nd of February 2009, and the planning meetings on the 21st of February 2009, and the minutes of the roads meeting on the 12th of February 2009 were agreed and signed that these minutes are a correct and true record.

2009/016 Financial Matters
PAYMENT SCHEDULE

The total cost to the Parish Council for September was the sum of £628.60. This was agreed, proposed and seconded.
The Clerk reported on the meeting she had had with Mr Harden. After discussion it was proposed by Cllr Plummer that the internal audit be carried out in April, this was seconded by Cllr Neal.

At this point the Chairman withdrew standing orders.

Mr Lloyd gave information to the Parish Council regarding the ‘I drive at 25mph’ initiative.
After discussion it was proposed by the Chairman that the Parish Council support the initiative to the sum of £1500, this was seconded by Cllr Plummer and was agreed by a 5-2 majority.

Standing Orders were re-instated.

The Chairman read out the new quotation we had from Dorset County Council regarding the kerb outside the Post Office. The new figure was £1825.16. It was proposed by Cllr Neal that we accept this quotation; this was seconded by Cllr Young and was agreed with a 6-1 majority.
Cllr Young reported that he will repair the notice boards in late Spring.
The increase in the water bills at the Recreation Ground and the Cemetery were discussed. It was decided that the clerk should write to Wessex Water and ask how we may reduce our costs. Action Item 03/09.
The idea of having an auto stop tap at the Cemetery was discussed and Cllr Young will look into this further.

2009/017 Planning Matters
The clerk reported on recent planning applications.

2009/018 Reports from County and District Councillors
NDDC
– Cllr Dowden informed the council of the project that involves SID devices in Sturminster Newton and Hinton St Mary. The clerk informed the council that we had been asked to be involved with the project at the time, but it was very costly so the council declined.
Cllr Dowden also reported on the increase in council tax.

PARISH – The councillors discussed various issues involving the parish.
After discussion it was proposed by Cllr Snow that the Parish Council should vote on the minimum numbers to make the ‘Welcome Home’ celebrations viable. It was decided there should be no less than six personnel able to be present. This was seconded by Cllr Neal.

Cllr Young will find out in October exactly where the extra grit bins need to be siting for
the start of next winter.
Cllr Young also requested that the clerk obtain some quotations for the refurbishment of the gates to the entrance of the Recreation Ground and Cemetery. Action Item 05/09.

2009/019 Action Update
The Chairman gave an update on the Action List. Please see attached list for information.

2009/020 Clerk’s Report
The clerk informed the council that Palace Court Football Club had applied for a grant to fund some new goal posts and needed a letter from the Parish Council stating that they had no objection to the new posts being installed. The clerk to write to the Club and tell them that the Parish Council has no objections to this. Action Item 03/09.


2009/021 Correspondence
The Chairman read out the letters of correspondence that the Clerk had received.


2009/022 Chairman’s Urgent Business
The Chairman reported to the council that the disabled bays at the Recreation Ground had now been enlarged, and are now bigger than the national standard suggests.

The Chairman also reported that due to work commitments Cllr Fraser has decided to resign from the Council. The clerk to contact NDDC. The clerk will deal with any matters in relation to Henstridge Airfield.

2009/024 Date of next meeting
Monday 6th of April Parish Council Meeting in the Village Hall at 7pm.

There being no further business the meeting was closed at 9.30pm
