Minutes of the Parish Council Meeting held on Monday 1st June at 7.00pm
in the Village Hall.

There were three members of the public present.
Public Consultation
Mr Pender-Cudlip spoke regarding the ‘Home Coming’ celebrations.
He reported that the arrangements were all going well and gave a sequence
of events for the evening and how the evening would progress. He also
asked the Chairman if, at a convenient time he would attend a run through
of events at the British Legion.
Mrs Sturges raised the matter of the footpath in Sackmore Lane, with particular
concern as to the type of hedge that would be planted to replace the existing
one. The Chairman, Cllrs Chant and Dowden gave a report on the current
situation.

2009/048 Declaration of Interest
Cllr Plummer regarding grass cutting and claim for expenses.
2009/049 Minutes
The minutes of the Council meeting on the 5th of May 2009 and the Planning
minutes dated the 24th April 2009 were agreed and signed that these minutes
are a correct and true record.
2009/050 Financial Matters
Cllr Plummer left the room when grass cutting and her expenses were discussed.
Cllr Plummer returned.
PAYMENT SCHEDULE

The total cost to the Parish Council for May was the sum of £1395.99.
This was agreed, proposed and seconded.
There was discussion regarding the financial statement.
It was then proposed by the Chairman that the Council accept and sign the
statement of accounts. This was seconded by Cllr Plummer.
The issue of the insurance for the council was discussed and it was proposed
by the Chairman that the clerk compares the quotations we receive and select
the best one. This was seconded by Cllr Neal.
The distribution of the grants was discussed and the final amounts are
as follows:

It was proposed by Cllr Plummer to accept these as the final amounts payable,
this was seconded by Cllr Young and all Councillors were in favour.
2009/051 Planning Matters
2/2009/0274/PLNG Longnot, Crown Road, Marnhull – Grant of planning
permission.
2/2009/0224/0225 Premises at Burton Street, Marnhull – Application
Withdrawn.
09/01845/S73 To preclude jet aircraft, vertical takeoff aircraft (other
than helicopters) and fixed aircraft that hold ICAO, FAA, or CAA noise
certificate in excess of 79 odha.
2009/052 Reports from County and District Councillors
NDDC – Cllr Dowden informed the meeting that he was now serving on
additional committees.
DCC – Cllr Cattaway reported that a saving of £5m had been
made in the financial year 08/09. He assured the parish council that the
potholes on Church Hill will be repaired He was informed that DCC had issued
notice for the restructuring of the surface of Church Hill during November/December
2009.
PARISH – The councillors discussed various issues involving the
parish.
Cllr Lawson stated that he had an invoice from the Village Hall to be paid
by the parish council and be taken from the Village Hall’s annual
grant. This was proposed to be accepted by Cllr Neal and Seconded by Cllr
Young.
It was proposed by the Chairman that we accept the quotes from Clear Signs
in respect of 4 signs indicating ‘Village Hall and Playarea’ together
with a sign indicating ‘Pedestrians’, this was seconded by
Cllr Chant.
It was proposed by the Chairman that the clerk arrange to have ‘topple
testing’ carried out in the Cemetery as soon as possible, this was
seconded by Cllr Plummer. Action Item 10/09.
Cllr Young reported that the funding for the practice wall is still ongoing.
He also said that the new notice boards are being constructed and he has
secured a reduction in their cost due to the wait.
Cllr Newton reported on a problem with a hedge in Sodom Lane. Cllr Chant
will make a site visit to view the hedge in question.
Cllr Plummer reported
that there had been an item printed in the Marnhull Messenger that was
not accurate concerning St Gregory’s School swimming
pool. The clerk to put a notice of retraction up on the notice boards and
also forward onto the editor of the messenger for printing in the next
edition. Action Item 11/09.
The clerk to contact the owner of Notley House regarding the state
of the hedge bordering her property which is encroaching on the pavement.
Action Item 12/09.
The Chairman reported that we have two areas of Councillors responsibilities
that aren’t filled at present. These are Henstridge Airfield and
the Allotments. Cllr Newton said that he would be interested in taking
on the Allotments.
The matter of public toilets was raised and the Chairman asked members
to consider forming a small working party to take the matter forward.

The clerk had nothing to report.
2009/054 Correspondence
The Chairman read out the letters of correspondence that the Clerk had
received.
2009/055 Chairman’s Urgent Business
The Chairman had no urgent business.

There were none.

Roads Meeting 11th June 2009 in the Village Hall at 7pm.
Parish Council Meeting Monday 6th of July at 7pm in the Village Hall.
