Minutes of the Parish Council Meeting held on Monday 3rd August 2009 at 7.00pm in the Village Hall..

Public Consultation
Mrs Sturges reported on a problem of disposing of garden waste she had witnessed. This was at the bottom of Ashley Road where grass from a mower was being tipped onto the grass verge. The Chairman asked Cllr Newton to keep a watch on the situation.

2009/080 Apologies for Absence

2009/081 Declaration of Interest.
Cllr Young regarding expenses relating to the new notice boards.

2009/082 Minutes
Cllr Neal proposed some amendments to the minutes of the 6th of July, which were seconded by Cllr Lawson. After discussion, councillors all agreed the amendments. The minutes were then altered accordingly and the minutes of the Council meeting on the 6th of July 2009, and the Planning minutes dated the 17th of July 2009 were agreed and signed that these minutes are a correct and true record.

2009/083 Financial Matters

Cllr Neal noted that we had a fairly large surplus of money. The Chairman suggested that any surplus we have at the end of the year could be placed in a fund for a public toilet and hopefully get this project moving forward.

The information regarding the new bins for the Recreation Ground was discussed and it was proposed by the Chairman and seconded by Cllr Chant that the clerk go ahead and order two.

The Chairman passed a quotation to the clerk regarding the gates at the Recreation ground and Cemetery. The clerk is awaiting another quote and then it will be discussed at the next meeting.

PAYMENT SCHEDULE
The total cost to the Parish Council for May was the sum of £2860.20. This was agreed, proposed and seconded.

2009/084 Planning Matters

2/2009/0326/PLNG    Land to the West of Sackmore Lane
Footpath. Grant of Planning Permission.

2/2009/0449/PLNG    29 Ashley Road Alterations to existing planning.
Grant of Planning Permission.

2009/085 Reports from County and District Councillors
NDDC
– Cllr Dowden noted that Church Hill is due to be restructured between the 30th of November and the 4th of December 09. This is going to be from the top by the church down to the petrol station.
Cllr Dowden also asked the Council their views regarding wheelie bins. The overall majority were not in favour of this scheme.
DCC – No Report.

PARISH –
VDS
– The first draft has gone through the committee stage meaning that the timescales are three weeks behind. The final draft should be ready for submission to NDDC by the end of September, and on it’s return a village public meeting is planned.. It was also suggested that it be put onto the website.Councillors felt this was a good idea.

The new Recreation Ground and Village Hall signs are to be placed, one at the top of Church Hill on the wall to replace existing, one opposite on the post that is already present. One at the junction in Pilwell and one at the entrance to the Recreation Ground.

The new 30 MPH signs that have been painted on the road were discussed and it was felt that this might not be due to our request and we would wait and see if the Parish Council were expected to pay for them.

Cllr Newton read out an article that he had prepared for the Marnhull Messenger regarding the Marnhull 25 scheme. He is going to finalise it and let Mr Ham have a copy for the Messenger.

Cllr Bristow reported on information regarding Henstridge Airfield. She is collecting more information regarding the Yakovlevs and will continue to keep the Council informed.

Cllr Snow reported that he would carry out a topple test in the Cemetery and let the clerk know of any loose headstones.

Cllr Chant reported on issues concerning roads and footpaths. He has spoken to Tony Stevens regarding the kerb outside the Post Office and it will be extended. He has also arranged a site meeting with Andrew Bradley regarding Burton Street and Ham Lane.

Cllr Young reported that the new notice boards will go up in the near future.

2009/086 Clerk’s Report
The Clerk reported on St Gregory’s PTFA request to hold a firework display at the Recreation Ground. All Councillors were in favour of this.
The Clerk will be on holiday from 15th August 2009 until 22nd August 2009.

2009/087 Correspondence
The Chairman read out the letters of correspondence that the Clerk had received.


2009/088 Chairman’s Urgent Business
The Chairman had no urgent business.

2009/089 Press Release
There were none.

2009/090 Date of next meeting
Parish Council Meeting Monday 7th of September at 7pm in the Village Hall.

The meeting was closed at 8.45 pm.
