Minutes of the Parish Council Meeting held on Monday 6th April 2009 at
7.00pm in the Village Hall.

There were six members of the public present.
Public Consultation
A member of the public spoke regarding the vandalism that has been causing
a problem on the Crown Estate and other areas of the Village. He explained
some of the incidents that have occurred; he also explained that he
had been in contact with PC Sugrue. The Chairman asked that he keep
on complaining
to the Police and any letters that he sent to please forward a copy
to the clerk, so the Parish Council can support him in whichever way
they
can.

2009/027 Minutes
The minutes of the Council meeting on the 2nd of March 2009, and the planning
meetings on the 14th and 28th of March 2009 were agreed and signed that
these minutes are a correct and true record.
2009/028 Financial Matters
PAYMENT SCHEDULE
The total cost to the Parish Council for September was the sum of £3032.98.
This was agreed, proposed and seconded.
Cllr Lawson informed the Council that the work to the kitchen was due
to commence in May. The Village Hall Committee requested that the £2500
that has been allocated to them be released. This was proposed by the Chairman
and seconded by Cllr Plummer.
The clerk’s annual review regarding her salary was discussed and
proposed by the Chairman that she move up a scale on the salary chart.
This was seconded by Cllr Plummer.
The Chairman opened the meeting.
Mr Lloyd explained that he was no longer able to carry the Marnhull 25
public campaign forward. The Chairman said that he would put a note in
the Marnhull Messenger to try and get another volunteer to carry the project
on.
Standing Orders were re-instated.
The Chairman proposed that Mr Kim Harden carry out the 2008/09 Accounts
review, this was seconded by Cllr Neal.
It was proposed by the Chairman that when sending out letters for the Annual
Parish Meeting the clerk requests feedback on the grants the Parish Council
have given out. This was seconded by Cllr Lawson.
2009/029 Planning Matters
The Chairman spoke regarding the Strategic Housing Land Availability Assessment.
He invited Cllr Dowden to explain the assessment and how it may impact on
Marnhull in the future.
The clerk reported on recent planning applications.
2009/030 Reports from County and District Councillors
NDDC – Cllr Dowden had nothing further to report.
PARISH – The councillors discussed various issues involving the
parish.
The Chairman informed the Council that Mr Crocker said that he would cut
the hedge in Chippel Lane.
After discussion the Parish Council have decided to cancel their link with
the idea of a Homecoming Celebration day, this was proposed by Cllr Chant
and seconded by Cllr Snow, all were in favour.
The Garden Club are using their winnings to place a seat at the bottom
of the recreation ground.
The issue of the tiles on the machinery shed were discussed and Cllr Snow
to talk to the Cricket Club about the problem. The clerk to look at the
insurance of the machinery shed.
The Chairman informed all Councillors that the Allotment contract had now
been signed.
The Chairman gave an update on the Action List. Please see attached list
for information.
2009/031 Clerk’s Report
The clerk gave an update on some issues she had been dealing with over
the month.
2009/032 Correspondence
The Chairman read out the letters of correspondence that the Clerk had
received.
2009/033 Chairman’s Urgent Business
The Chairman reported to the Council that at the next meeting was the
election of officials if all Councillors would like to give it some
thought.
The Chairman also told the council that he would like to hold another
special meeting to discuss issues with roads.
The clerk to get dates for the insurance meeting.
2009/023 Press Release
There were none.
2009/024 Date of next meeting
Tuesday 5th of May Parish Council Meeting in the PAVILLION at 7pm.
Annual Parish Meeting to be held on the 14th of May 2009.
There being no further business the meeting was closed at 8.45pm
