Minutes of the Extraordinary Budget Meeting to discuss the Local Delivery held on the 22nd January 2008 Marnhull Village Hall.

Public Consultation
A question regarding the tree’s in the Play Area and the Cemetery was raised. The Chairman confirmed that at a previous Parish Council Meeting the members had agreed to have the work done on the tree’s in the Play Area in this financial year and for the works on the tree’s in the Cemetery to be completed in the next financial year. It was AGREED for the RFO to confirm this in writing to Mrs Sturgess.

The Chairman asked the members if they are happy for him to control the time and content in which the general public wish to speak in the Public Consultation period. The members agreed that the Chairman will control the Public Consultation period to prevent the unnecessary waste of time and to ensure that the content of the discussion is relevant to the meeting.

To agree a new bank account signatory
Cllr Bryant proposed for Cllr Chant to be added on to the Council’s Bank Account as a signatory. This was seconded by Cllr Bridger.

RESLOVED: For Cllr Chant to be added to the Council’s Bank Account as a signatory. (No budgetary provision)

To agree financial support for the Local Delivery
Cllr Bridger reported on the information had received regarding the Local Delivery. The main points are as follows:

1. Sturminster Newton Town Council would be interested in Marnhull contributing financially towards the costs of their public toilets and leisure centre, but would not be interested in carrying out Marnhull’s Street Cleaning.

2. Gillingham Town Council have supplied a figure for supplying Street Cleansing in Marnhull. The cost has been estimated at £100.00 per day, so if this service was supplied monthly, the cost to Marnhull Council will be £1200.00 per year. It was further reported that if the members felt this was a worth while service, contracts will need to be agreed by both parties.

3. It was noted that NDDC will still have a legal duty to collect refuse which has been reported under the Environmental Protection Act 1990, this would normally be collected within four to twelve days.

4. Three Rivers Partnership have supplied figure to support the building of a new leisure centre in Gillingham. The cost have been estimated at £5500.00 for the first two years, which will help cover the cost for the project management. Once the leisure centre has been built, they will require £14500.00 per year to help with all running costs. They would require a commitment of this amount each year for three to five years.

It was put to debate with the main concerns arising below:

  • The amount of money that Gillingham Leisure Centre would require seemed much too expensive given the number of people from Marnhull who use their facilities.
  • The commitment too support Gillingham Leisure Centre for three to five years was to long.
  • Because of the costs for Gillingham Leisure Centre are estimated only, the members felt that this could escalate as time went on.
  • If the Council are to support Sturminster Newton Leisure Centre, more information will need to be received and agreed on.
  • Street Cleansing will be a new service which Marnhull does not have at the present time.

After debate it was agreed to support the Street Cleansing and Sturminster Newton Leisure Centre. The following resolution was proposed and seconded.

RESOLVED: In principle Marnhull Parish Council will support the Local Delivery and add to the precept the sum of £5000.00 to be ring fenced for the Local Delivery until further information is provided and agreed on.
