Minutes of the Parish Council Meeting held on Monday 9th July 2007 at 7.30pm in the Pavilions

There were no members of the public present.

2007/139 Apologies for Absence
Cllr Plummer.

2007/140 Minutes of the 14th May 2007 and the 4th June 2007 Those of the Parish Council Meeting on the 14th of May 2007 and the 4th June 2007 were agreed to be a correct and true record and signed.

2007/143 AGENDA ITEMS
To consider appointing a Solicitor to do all legal work on behalf of the Parish Council.  After debate it was AGREED to firstly obtain all legal document eg; paperwork relating to obtaining duplicate Deeds, before appointing a Solicitor.  This will be revisited once all documents have been accumulated.
To agree to send BLF paperwork to the designated Solicitor.  The Chairman reported that as amount of money received from the BLF was under £50,000, a Solicitor would not be required to complete the paperwork.

2007/144 DORSET COUNTY COUNCIL: Cllr Catterway reported that the Pathfinder proposal is to work more afficantly.  He went on to report that DCC had received a four star status as a result from their last audit.

2007/145 NORTH DORSET DISTRICT COUNCIL:
Cllr Dowden reported that the Kingsmill could take another eight weeks to complete due to problems cleaning the steels and the weather.  He went on to report that there has been a new code of conduct issued, which all Councillors will be sent for completion.

2007/146 PLANNING
Application no 2/2007/0585 Strangways Farm. 
 Noted no objection. Comments sent to NDDC were as follows:

  • Suggest recommended routes which avoid the Village and Burton streets and shops.
  • Storage only no occupation.
  • Traffic less than working farm.

Application no 2/2007/0598   New Offices, New Street.
Noted no objection.

(b) To agree procedure for future planning meeting.  The Clerk read out a report on planning procedures and after debate the following was AGREED:

  • To continue with site visits, ensuring that all applicants are written to inform them of the visit.
  • For the Clerk to contact NDDC to request that the application is sent electronically.
  • All members receive a copy of the planning application in advance of the site visit.

2007/147 CORRESPONDENCE:
Letter from NDDC regarding Core Strategy was tabled and duly noted.
Letter from NDDC regarding Child Okeford Village Design Statement was tabled and duly noted.

2007/148 FINANCIAL
Payment Schedule was tabled and agreed by all Councillors.

Statement of Accounts was tabled and signed as a true record.

Budget update was tabled and duly noted.

The purchase of the Village Hall signs was discussed.   After debate it was AGREED to purchase the signs at a cost of £94.00 plus Vat

RESOLVED: to purchase Village Hall Signs for the sum of £94.00 plus Vat (2007/148 Budgetary Provision – General Maintenance)

2007/149 HENSTRIDGE AIRFIELD
Cllr Fraser reported on three planning applications received from Somerset County Council for Henstridge Airfield. Only two application stood as the third was withdrawn.

  • Application number 07/02855/FUL erection of an engineering workshop.
  •  Application number 07/02870/s73 to remove condition no1 (re Gyrocopters) of decision notice.
    Cllr Fraser reported that he had previously sent the information to the members, via email for their comments.

  • The Council objects. The South Somerset Plan states with regard to development at Henstridge Airfield that “…permission will not be granted for further development … that would unacceptably intensify the level of activity or materially add to built development.” On this basis the application should be refused, and therefore we object to it.
  • We note that the Masterplan for Henstridge Airfiled is as yet inactive.

Application number 07/02870/s73 to remove condition no1 (re Gyrocopters) of decision notice.

  • The Council does not object, on condition that the gyrocopters continue to use the airfield    for training only, that is they fly at very low level only within the airfield boundary.
  • We would object to any gyrocopters flying outside the airfield boundary on the grounds of loud and high-pitched noise.

As Cllr Fraser received no objections from the members regarding the applications, letters were sent to Somerset County Council with the above comments.

2007/150 FOOTPATHS
The Chairman reported that some Footpaths are in a poor state.  The Chairman agreed to report this to Mr Des O’Bryne.

2007/151 GRASS CUTTING
The Chairman reported that she had received a request form a resident of Marnhull, volunteering to cut the Play Area grass free of charge.  After debate it was AGREED accept Mr Tony Clarke kind offer to cut the play area’s grass free of charge and that the Council will pay for the fuel for the mower.

2007/152 RECREATION GROUND
Cllr Bryant reported that the entrance to the drive to the car park is in a poor state.  After debate it was AGREED to obtain quotes for the potholes to be filled.

2007/153 ALLOTMENTS
The Chairman reported that Evans Brothers would be sending a new quote to erect the fencing around the Allotment.  This will be quoted at per meter.  It was further reported that quotes are being obtained to repair the fencing around the play area and the Skate Park.

Cllr Bryant reported on an article he had read in the Daily Express regarding public insurance for allotment holder.  It was reported that the allotment holders are responsible for insuring themselves against any accident or loss on their plot.

2007/154 LOCAL DELIVERY
Cllr Lloyd gave a report to the Chairman and members on the currant situation of the Local Delivery.  Cllr Lloyd tabled reports on the Local Delivery Phase ll Project Framework May 2007, Local Delivery in North Dorset Marnhull Area and Schedule of Parish estimate 07/08 for the members information.  After debate, Cllr Lloyd expressed the importance of this issue, it was AGREED to discuss the Local Delivery in more detail at the next meeting, ensuring it give plenty of time for the Members to respond to the reports given.

2007/155 VILLAGE HALL MATTERS
Cllr Lawson reported that he will be in contact with Mr Miller before the Village Hall Committee meeting on the 17th July and will report back at the next meeting.

2007/156 MARNHULL MESSENGER
The Chairman asked the Clerk to send all minutes to the Marnhull Messenger for them to publish on the Website.

2007/157 YOUTH ACTIVITIES
The Chairman reported that the Parish Council has been awarded £48,000.00 from the Big Lottery Fund for the Play Area.  She went on to inform the members that quotes had been obtained for the new play area and these will be discussed at a later date.  It was noted that this had been a result from the Parish Plan.

2007/158 SCHOOLS
Nothing to report.

2007/138 PUBLIC CONSULTATION: There were none.

At this point the Chairman reported that the Agenda will change slightly each month depending on what there is to report.  She went on to advise the Councillors if they have anything to report of their particular responsibilities, that they need to advise the Clerk/Chairman at least one week before the scheduled meeting to ensure it gets added to the Agenda.
